The protocol is designed to function across both direct licensing agreements and third-party marketplaces. By offering a single standardized method for communicating permissions and commercial terms before content is accessed, it reduces the need for custom integrations and lowers operational complexity. Importantly, the framework is not intended to replace existing access controls. It assumes that content owners have already implemented strong protective measures, such as blocking mechanisms at the delivery level.
